Summary
Forbes magazine selected Little Rock as the 2nd cleanest city in America in part because of our high quality tap water.

We want Forbes to say the same thing 10 years from now. More importantly, we want to continue enjoying our high quality of life.

Do not make a short-term decision with undesirable long term consequences. The county can always allow more development in the future, but you cannot remove housing subdivisions after they are built.

Please revise the Lake Maumelle Watershed Zoning code to dramatically reduce the density by completely removing the village density options from the LI district. It is also vital to have a minimum of 30% of truly undisturbed land across the board.

October 4, 2011 draft Lake Maumelle Watershed Zoning Code

The October 4, 2011 draft of the Lake Maumelle Watershed Zoning Code for the Pulaski County portion of the watershed will allow far too many houses which equals far too many people and far too much pollution going into a very shallow and slow moving lake. Our water quality would go down while our monthly bills would go up.

We urge the Pulaski County Planning Board to adopt the following changes to the October 4 draft Zoning Code:

1. Remove Section 2.3.C.2. and 2.3.C.3. along with Column B of Table 3. This is the language that allows 40% of the 20,539-acre Low Impact District to be developed at 2 houses per acre.

Net reduction in permitted new houses*: ~8,216 houses.
(~8,216 acres in 40% of the Low Impact District reduced from 2 houses per acre to 1 house per acre)

2. Remove Options 1-3 from Table 4. That would leave 1 house per 3 acres minimum using the "sliding scale" density approach. Under the six remaining options in Table 4 lots would be either 3- or 5-acres and Undisturbed Open Space would range from 35% to 40.5%.

Net additional reduction in permitted new houses* if both 1 and 2 are adopted: ~13,693 houses
(Assuming 1 above has already been adopted, ~20,539 acres in Low Impact District further reduced from 1 house per acre to 1 house per 3 acres)

3. Increase minimum Undisturbed Open Space requirement from 25% to 30%. in Section 3.6.A.3.

4. Remove the following from Table 3, Column A, Number 2 where the "OR SET" is an option: "or as required by the Subdivision and Development Code (Chapter 8). All projects must apply the SET Tool, but provide open space as required by either the SET Tool or Table 4."

Net reduction in permitted new houses- undetermined.

5. Increase minimum stream buffers to 75' on both sides of all streams, a total of 150'. See Section 3.8.B.1.

6. Remove conditional use in the Village District for Multi-Family, Quadruplexes, and Triplexes, thus making those prohibited uses. See Table 5 Use Matrix.

7. Change the name of the "Village District" to the "Little Italy District". See Section 2.2.A. Village.

*Please note- none of the above figures for the number of new houses permitted include the 10% bonus density for pumping wastewater out of the watershed.
